Firstly, sorry but no.
Secondly, I think the current repair tool needs to have a set amount of Nanites until it has to recharge. The repair tool will of course be unlimited, it just has to recharge. You shouldn't be able to keep a constant rep on somebody without at least some kind of drawback or another factor to think about besides "this repair tool is in my hands"
Also, if there were to be any kind of support module for infantry shields I think it should kick start shield regen or increase recharge by a percentage based on the base stats of the suit.

Using the shield transporter restarts base suit shield regeneration regardless of the recharge delay and keeps it going as long as the rep tool is on. The transporter further adds +30/+40/+50 to shields restored per second.

Simple enough, and gives shield logistics a thing. good idea, might bring a little balance in the shield vs armor tank dispute where armor brick tanks wreck face against shield 100% of the time except that they don't.
The main issue is dual tanking, its a pretty huge balance issue to the game.
By itself, single tanking with either shield or armor is about level, not perfectly level but it's more balanced than you'd think.
When you have 600 armor suit with 300 armor on top of it in disposable hp that's a huge balance problem. (excluding heavies of course)
same with 500 shield suits with 300 armor being a big problem. (once again excluding heavies)
While shields probably need do need some kind of infantry repair tool something equivalent to the already broken Repair tool is not the answer.
All in all I do not really understand how to fix anything else until Hp Modules force you to pick either shield or armor. Until then, this armor/shield debate is a useless one to try and fight when the foundation itself is flawed.
Thankfully Rattati said he was going to look into Encouraging Single Tanking in a later hotfix.
